Position Title: Manager of Transmission Services OPEN UNTIL FILLED

Position Purpose: Manage and direct long-range planning and operational studies of bulk generation and transmission additions to support the attainment of cooperative objectives. Manage and direct transmission studies associated with requests for transmission service through the Open Access Same Time Information System (OASIS). Manage and direct transmission studies, information and data submittal to meet the NERC compliance requirements of the Transmission Services section. This position will coordinate and represent the Cooperative in the regional planning processes of the Southwest Power Pool and other regional and local planning entities as appropriate. This position is identified as a Critical Infrastructure Protection (CIP) related position, which may allow physical and/or logical access to Bulk Electric System (BES) cyber related assets or systems.

Essential Functions: • Coordinates and represents the Cooperative in the regional planning processes of the Southwest Power Pool and other regional and local planning entities as appropriate. • Determines what transmission will be needed to serve these load requirements. • Coordinates and exchanges data with other departments on generation scheduling, short circuit data, generator design, transformer design, and transmission line design specifications. • Conducts the necessary long range transmission studies. • Responsible for managing and directing the performance of the transmission studies associated with these transmission requests and the accompanying contract requirements. • Coordinate the transmission planning activities of Basin Electric with the planning requirement protocols of the Southwest Pool (SPP), Common Use System (CUS), and the BEPW tariffs. • Serve as a resource for member cooperatives as they engage in the planning processes and committee structure. • Participates in local landowner hearings to explain need and necessity for new facilities. • Contracts for the transmission of power or joint use of transmission facilities are reviewed by the incumbent. Contracts for 3rd party consulting work or other contracts required to meet the needs of the Division are administered by the incumbent. The incumbent also provides assistance on long and short-range financial forecasts, for use in budget preparation and rate design. • Will provide data, write depositions, responds to interrogatories, and testifies before local, state, and federal agencies or commissions. • Oversees transmission studies consisting of computer modeling of electrical characteristics of a transmission system plus the electrical, mechanical, and thermal characteristics of the generating stations.

Qualifications: To perform effectively in this position, the incumbent should have an in depth understanding of operational and planning studies as they relate to coal-fired, gas-fired, and wind powered generation facilities and transmission systems at a level acquired through completion of a four-year degree from an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited electrical engineering program and 10 years of related utility experience. The incumbent must possess managerial capabilities and be able to communicate on a non-technical basis with the representatives of rural communities and governmental agencies. Prior experience acting as a lead or previous supervisory experience is required. An Engineer-in-Training (EIT) or Fundamentals of Engineering Exam (FE) certificate and a Professional Engineering (PE) registration are required. This position requires skill in making presentations and the ability to negotiate contract terms.

Typical Physical/Mental/Environmental Demands: This position requires the ability to remain in a stationary position and to move about the office building, occasional reaching below and above shoulder level, constant use of keyboard/computer and other office productivity machinery, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires the ability to communicate and must be able to clearly exchange accurate information. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines.
