What We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from the base salary range for the Chief Medical Information Officer of approximately $189,428 to $265,200 an employee in this position will also be eligible for the following:
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, or 5% for completion of a graduate degree.
- Executive Annual Leave - The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service per Management Resolution Sec. 616. A credit may be granted for other public service.
- Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Health Plans – Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $19,612 annually.
- Flexible Spending Accounts - Employees may also participate in the Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan - Both you and the County contribute to the County's Retirement Plan and to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
- Holidays - 11 paid days per year which includes a scheduled floating holiday.
THE COUNTY OF VENTURA

The Health Care Agency
The County of Ventura Health Care Agency collaborates with diverse community partners to improve access to health care and provide information that strives to hearten the safety net population that we serve.
The Position
Under administrative direction, assists in the development of the strategic plans regarding clinical information systems while ensuring ongoing communication among staff in terms of effectively managing existing clinical computerized processes.
The Chief Medical Information Officer (CMIO) is a single position class and serves as a champion to the information management department, assisting with the design, development and implementation of clinical information technology, while maintaining the Health Care Agency’s strategic plan that embodies countywide and departmental needs. This position reports to the Health Care Agency’s Chief Information Officer.
This classification is exempt from the Civil Service System.
Examples Of Duties
Duties may include but are not limited to the following:
- Partners with executive clinical leadership and CIO to develop clinical IT vision;
- Serves as the primary liaison between IT and clinical communities within the Health Care Agency and as the primary physician champion for all major clinical information technology projects including the EHR implementation;
- Leads the development of the strategic plans regarding clinical systems and aligns these clinical systems with capabilities to serve the Health Care Agency’s organizational needs;
- Identifies the need for new clinical information systems or improvement to existing systems. Assists in the selection of vendors, systems, applications, and software. Ensures implementation of new systems, training for all staff, and adoption;
- Works in partnership with IT and the medical staff in the selection and implementation of any new/proposed clinical computerized processes, including collaborating with physicians, information management, administration, nursing, ancillary staff and vendors;
- Informs clinical leaders, frontline executive management, information management and patients about the clinical systems governance process to ensure the strategic and tactical alignment of clinical systems for both non-clinical and clinical departments in the Health Care Agency;
- Leads and facilitates key clinical leadership groups in the creation of required clinical content, protocols, workflows and related system usage polices;
- Manages the needs for clinical software specifications, development and maintenance according to clinical IT standards;
- Provides ongoing communication between all clinicians regarding the effectiveness of existing clinical computerized processes and probable dialogue with all affected clinicians and any affected support staff;
- Provides leadership to areas of responsibility by developing relationships with inside and outside departments/organizations to gain support of information technology initiatives and to further the mission and vision of the Health Care Agency;
- Ensures that the department provides quality and cost-effective services to its customers;
- Reviews medical informatics trends, experiences and approaches; develops technical and application implementation strategies and assists in the development of strategic plans for clinical information systems;
- Serves as a strong clinical liaison for overall improvement of delivery of care, including promoting electronic medical records;
- Maintains awareness of existing and emerging technology, regulatory, and market factors;
- Identifies and assesses opportunities for innovation and advances new technologies that support the organization's clinical and business goals; and
- Performs other related duties as assigned.

EDUCATION, TRAINING and EXPERIENCE
Comprehensive experience which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge and abilities can be obtained by:
- Master’s degree in Healthcare Administration, Medical Informatics, Business Administration or Technology
OR
- Graduation from an accredited medical school and possession of a valid Physician or Surgeon License issued by the State of California
AND
- 5 years of experience in Medical Informatics including:
- 3 years of direct health informatics deployment and optimization experience
- 3 years of leadership/management experience
- 3 years of experience with large electronic health record systems (e.g., Cerner or Epic) and clinical systems and process design/re-design
Necessary Special Requirement(s):
- Demonstrated experience in strategic planning, organization design and development
- Practical experience with electronic health information systems including configuration, implementation, support and optimization in an ambulatory and hospital setting
DESIRED
- Experience with Cerner.
- Some physician practice experience
- Your Medical informatics experience including direct health informatics deployment and optimization experience;
- Your leadership/management experience;
- Your large electronic health record systems and clinical systems and process design/re-design experience;
- Your strategic planning, organization design and development experience;
- Your electronic health information systems including configuration, implementation, support and optimization in an ambulatory and hospital setting; and
- Possession of a Master's degree in Healthcare Administration, Medical Informatics, Business Administration or Technology or graduation from an accredited medical school and possession of a valid Physician or Surgeon License issued by the State of California.
